The definition of fuel poverty is a household where more than 10% of its income is spent on heating their home.
Caerphilly council is hoping to reduce its carbon emissions by 6%. Cllr Harry Andrews, leader of council and chair of the Sustainable Development Advisory Panel, said, " The council is committed to working in a sustainable way to make the Caerphilly county borough a cleaner, greener place to live and work."
